Filmed at the October 1968 conference in Hawaii of numerous hundred authorities chiefs of the International Organization of Chiefs of Police as they enjoy demos of gruesome anti-riot weapons, sing patriotic tracks, and also defend their policies in front of the camera. Although filmed with the consent of the chiefs, the view is unsympathetic, in some cases funny, and also more frequently frightening.
